No, you must apply for an ETA before you travel to the UK.

Most applications are processed within minutes, but it can sometimes take longer.

In some cases, you may be able to make minor changes to your travel plans without needing to reapply for an ETA.

You will not be able to travel to the UK unless you apply for a visa.

You do not need an ETA to travel to the Republic of Ireland, however, you will need an ETA to travel to Northern Ireland, weather you go to Northern Ireland for a day or for the full lenght of your stay.
